一般外交禮節，按理應該暗暗要求，低調完成，不會如此高調公開如此難看的事吧？

現在連俄羅斯也鄙視中共，乘機佔佔便宜，奚落一下。果真是「強國」。

I bet it is not the norm of international diplomatic etiquette to make public of such a request.  Shouldn't it be made in private under the radar?
