商店賣的口罩量少,就該好好安排一下如何排隊? Retailers Are Obliged to Make Queuing Arrangements?

2020年1月31日行政長官記者會,最後一位記者發問。

記者:林鄭你會否向因為想買口罩而要通宵排隊的市民道歉?

林鄭︰市民因為恐慌不知道口罩供應量會如何,或者實際上因為要用口罩卻買不到而焦慮,一知道有哪個零售商出售口罩,就很早去排隊,對此我們應該高度關注。所以我們亦不斷做功夫,希望能夠增加整體社會和市場的口罩供應量。邱騰局長亦透過同零售管理協會(提醒),如果零售商有口罩出售而量不多,零售點應該要想清楚該如何推廣如何出售,以免出現你剛才所說的情況。

翻譯︰政府已經做足工作,市民硬要辛苦找口罩,是個人(恐慌、焦慮)的問題,商店如果下次賣的口罩量那麼少,就要好好安排一下如何排隊。

Journalist:
Are you going to apologise to the members of the public who had to line up overnight in order to buy medical masks?

Carrie Lam:
Some members of the public panick because they are not certain about the availability of masks in the market or become anxious when they have no masks to put on.  That has led them to line up early in the morning at stores which they know might have masks to sell.  We should be highly concerned about this.  This is also the reason why the government has been putting a lot of effort in trying to increase the availability of masks in the market and in the society.  Edward Yau has in fact reminded retailers through Hong Kong Retail Management Association to give deeper thoughts next time as to how to promote and how to sell their masks if they only have a limited number of masks in hand.  Hopefully, we won't be seeing again the situation you've described.

Translation:
The government has done its job.  It is your problem if you insist to give yourself a hard life.  (You being panicky and anxious is not the government's fault.)  Stores should arrange for people to line up decently next time if they only have very few masks to sell.

Seeing Carrie Lam on her way out, the journalist yelled, "You did not answer my question!  Apologise or not!"
